Brewer was educated at Hobart College and General Theological Seminary, and was ordained in 1866. He served as Rector of Grace Church, Carthage, New York (1866-72) and Trinity Church, Watertown, New York (1872-80). He was consecrated as Missionary Bishop of Montana in 1880, and was living in Helena, Montana, as of 1911.
