This hymn is predominantly attributed to Charles Wesley, but a substantial number of instances attribute it to Joseph Hart. Is there truly a reason to believe that Joseph Hart wrote it? It is not included in John Julian's list of his works. Peter

John Julian attributes this hymn to C. Wesley. See "A Dictionary of Hymnology", Second Revised Edition with New Supplement (1907), Edited by John Julian, D.D., p. 252ii. (page 252, right column).
