The page at http://www.hymnary.org/text/our_souls_cry_out_hallelujah credits Fanny Crosby as the author of this hymn. However, the two page scans linked from this page both indicate the author is James Black.

James L. Black is one of Fanny Crosby's pseudonyms. The instances that say "James L. Black" are linked to that name so people can see a list of the hymns that used that pseudonym, but since they were actually written by Crosby, she is credited on the text summary page.
