Is there a good reason not to merge i_am_dwelling_on_the_mountain_where_sher with the primary authority i_am_dwelling_on_the_mountain_where_the?

Yes. Without seeing the text attributed to Sherwood it is not possible to determine if it is the same as the primary authority.
